Chief of Staff Cecilia Holden
Cecilia Holden is the Chief of Staff for the North Carolina Department of Commerce where she provides leadership and operational oversight to the department’s management team and the agency’s divisions and programs.
Holden is a dynamic leader with a Masters in Business Administration (MBA) from Duke University’s Fuqua School of Business, a certificate in public administration from the University of North Carolina at Chapel Hill and a Bachelor of Science degree in Computer Science from the University of North Carolina at Wilmington. She is a seasoned people and project manager with a proven track record of creating lean teams, and establishing and implementing creative strategies to optimize internal operations, financial returns and excellence in customer satisfaction.
Prior to joining the Department of Commerce, Holden served as the Special Assistant to the Secretary at the North Carolina Department of Environment and Natural Resources. She is recognized during her time there for managing a multitude of high-profile projects, developing strategic business plans and executing operational efficiencies.
Holden brings significant private sector experience, serving as the business operations manager for a registered investment advisory firm and as a middle manager for IBM. During her years with IBM, Holden was a Team Excellence Award winner, IBM Achievement Club recipient and was selected for the IBM Executive Fast Track. She built a reputation for implementing high standards for customer service while she oversaw a worldwide network of technical support engineers.
Holden began her career as the Information Technology Implementation Manager with Wake County, responsible for the Public Safety and Criminal Justice information technology systems for which she received multiple National Association of Counties awards. She also served as the Director of Networking Technologies for the North Carolina Department of Public Instruction.
Holden is married to Tom Holden and they have a son and daughter. They are members of Edenton Street United Methodist Church where Holden serves on the Administrative Board and volunteers in many capacities.
